Who this template is for

Expense reports sit at the intersection of finance, tax, audit, and operations — which means a sloppy workflow shows up as four different problems at month-end. Receipts that vanished. VAT that nobody could recover. Approvals stalled in someone's vacation auto-reply. Cost-center codes guessed at because the form did not surface the right options. This template structures the submission itself — line items, business purpose, project allocation, receipt uploads, policy acknowledgment — and routes it for the approvals that actually need to happen before reimbursement. It is the lightweight reimbursement workflow teams reach for before committing to a full T&E platform like Expensify, SAP Concur, Brex, Ramp, Pleo, Spendesk, Navan, or — for Brazilian teams — Vexpenses, Onfly, Flash, or Swile. And it is the structured option teams reach for after the 'just email a photo to accounting' approach starts costing the finance team an extra 10 hours per close cycle.

From submission to reimbursement in one auditable flow

Employee submits the expense report with a header (purpose, date range, project/client, cost center) and one or more line items. Each line captures: date of expense, vendor name, expense category (meals, lodging, transportation, supplies, software, conference, client entertainment), amount, currency (with FX conversion if non-functional), payment method (personal card, corporate card, cash), business purpose, and a receipt upload. The form enforces receipt requirements by category and amount — IRS Publication 463 requires receipts for travel expenses of $75 or more (lodging always, regardless of amount), Spanish VAT recovery requires a 'factura completa' with the company's VAT ID for amounts over €400 (€3,000 without VAT itemization), and Brazilian reimbursement typically requires NF-e, NFC-e, or NFS-e with the company's CNPJ on receipts above the per-establishment threshold. Mileage expenses use a separate sub-form with start/end addresses, total miles or kilometers, and auto-calculation at the configured rate (IRS standard mileage rate in the US, kilometric reimbursement tied to combustível price in Brazil, regional convenio rates in Spain). Per-diem expenses route to a separate field with the applicable per-diem rate (GSA CONUS for US, DSS for OCONUS, internal policy elsewhere). The direct manager receives an email and Slack DM with one-click approve/return links and a per-line approve/flag option. Reports over a configurable threshold (typically $500, €500, or R$2.500) auto-route to a second approver — finance for budget impact, or the cost-center owner for project-allocated expenses. Approved reports export to your accounting system as a journal entry (QuickBooks, Xero, NetSuite, Sage Intacct, Conta Azul, Omie, Sage 50 Spain, A3 Eco) and to your payroll provider for next-cycle reimbursement, or to your AP module for direct ACH/SEPA/PIX payout. Every state change is timestamped and logged, which is the SOX 404 internal-control documentation an external auditor will ask for.

What's included

Every field exists because finance teams have been burned by its absence — usually during an audit, a SOX walkthrough, a VAT recovery rejection, or a fiscalização where the auditor wanted to see the business purpose and could not.

Teams using expense report forms

  • Distributed startups and growth-stage SaaS

Pre-Concur, pre-Brex stage — too many people to manage on spreadsheets, not enough volume to justify a $8–15/user/month T&E platform. Sales reps with monthly client dinners, engineers buying AWS credit reimbursements, marketing buying conference tickets. The form gives finance the receipt trail and the approval audit log without the SaaS subscription.

  • Professional services and consultancies

Billable-vs-non-billable expense allocation is a margin question. The form captures project/client at line-item granularity so finance can pass-through billable expenses to client invoices (with the appropriate markup) and absorb non-billable as overhead. Time-of-work captures matter for the eventual invoice line-item description. Multi-currency capture matters because a London consultant flying to São Paulo will have GBP, BRL, and USD receipts on one trip.

  • Field sales, service technicians, and route-based teams

Mileage, fuel, customer entertainment, and tooling reimbursements with high frequency and small individual amounts. Volume is the problem — not complexity. The form's structured capture (date, customer/account, mileage, receipt photo from phone) makes the weekly or bi-weekly close manageable. Integrates with route-tracking tools and customer-account systems.

  • Nonprofits and grant-funded organizations

Grant-restricted spending requires line-item-level allocation to specific grants with specific compliance rules (federal A-110, foundation-specific terms, state grant rules). The form captures grant code at line-item granularity, enforces grant-specific category restrictions (no alcohol on federal grants, no entertainment on most foundation grants), and produces the documentation that grant auditors will request 18 months later when memories of the actual expense have faded.

  • Public and listed companies under SOX or Brazilian Lei das S/A

Internal controls over financial reporting (SOX Section 404 in the US, Brazilian CVM Instrução 480 for listed companies) require documented, repeatable expense workflows with segregation of duties and audit trails. The form's timestamped state log — submitted, approved by manager, second-approved, exported to GL, paid — is exactly the evidence external auditors and internal control teams test during the SOX walkthrough or audit interna.

  • Brazilian companies under CLT and SPED ECD

Reembolso de despesas in Brazil is governed by company policy (subject to fiscalização do MTE) and feeds the SPED ECD (Escrituração Contábil Digital) and SPED Fiscal flows. The form captures the CNPJ of the supplier, the NF-e key (chave de acesso) for invoice validation, the ISS/ICMS breakdown where applicable, and exports the data your folha and contabilidade systems (TOTVS RH, Senior Sistemas, Sage Brasil, Conta Azul, Omie, Vexpenses, Onfly, Flash, Caju, Swile) need to consolidate.

Tailor it to your reimbursement policy

Every reimbursement policy has its own edge cases. Configure the expense categories — meals (with separate breakfast/lunch/dinner if per-diem differs), lodging, ground transportation, air travel, conference fees, client entertainment (US: 50% deductible per IRC §274, Brazil: dedutível com limites do RIR), software/SaaS, office supplies, training/professional development, gifts (US: $25 per-recipient limit per IRC §274(b)). Set per-category receipt thresholds — the US IRS Pub 463 $75 minimum for travel (lodging always), or your stricter internal policy (most companies require receipts above $25 to discourage abuse). Configure currency conversion — automatic via xe.com or OANDA exchange rate on the date of expense, or manual with documentation. Add a 'corporate card vs personal card' field that routes corporate-card expenses to reconciliation only (not reimbursement). For mileage, configure the rate — IRS standard mileage rate for US (announced annually), kilometric rate tied to local fuel price for Brazil, convenio colectivo rate for Spain. Add per-diem support with GSA CONUS rates, DSS OCONUS rates, or your internal per-diem table. For multi-entity organizations, add an 'entity' field that routes to the correct accounting system and approver chain. For project-based teams, integrate the project picker with your project management tool (Jira, Linear, Asana, Harvest, Toggl) so allocation matches active work.

Expense reporting FAQs

Those are full T&E platforms — they bundle the submission workflow with corporate card issuance (Brex, Ramp), travel booking (Concur, Navan), automated receipt OCR via SmartScan or AI, pre-built accounting integrations, policy-violation flagging, and audit-trail features. Pricing ranges from free (Brex/Ramp for cardholders) to $9–25 per user per month (Expensify, Concur, Navan, Spendesk, Pleo). This template handles the submission workflow itself — line items, receipts, approvals, audit log — without the bundled card program or travel booking. Most teams with under 50 reimbursable employees do not justify the platform cost; teams above that scale that are already paying for a T&E platform usually keep using it. The teams that stay on this approach permanently are the ones where reimbursements are infrequent (mostly corporate-card spend), where the existing accounting system (QuickBooks, Xero, NetSuite, Conta Azul, Sage Intacct) handles the AP side, and where the form layer is just the structured capture before journal entry.
Yes, if you configure it correctly. IRC §62(c) and the related regulations require three elements for accountable-plan treatment (reimbursements not treated as taxable wages): (1) business connection — the expense must have a legitimate business purpose, which the form's required 'business purpose' field captures per line item; (2) substantiation — the expense must be substantiated with receipts (over $75 for travel under IRS Pub 463; lodging always; meals with date, location, attendees, purpose), which the form's receipt-upload and structured field capture; (3) return of excess — any advance or per-diem in excess of substantiated expenses must be returned within a reasonable time (typically 60 days for advances, 120 days for per-diem), which the workflow's auto-reconciliation tracks. The form's timestamped audit trail is the documentation an IRS auditor or your CPA will ask for during a Schedule C or 1120-S review. Failing accountable-plan treatment converts reimbursements to wages — subject to FICA, FUTA, and federal/state income tax withholding, which is a payroll restatement nightmare.
Spanish VAT recovery (and equivalent in other EU countries) requires the supplier's invoice to meet 'factura completa' requirements under the Reglamento de Facturación: company name and VAT ID (NIF/CIF) of both supplier and recipient, sequential invoice number, breakdown of taxable base and VAT amount, VAT rate (21% general, 10% reducido for hospitality, 4% superreducido), and supplier address. For amounts under €400 with VAT (or €3,000 without VAT itemization in some sectors), a 'factura simplificada' suffices — but the recipient's NIF must still appear if VAT recovery is desired. The form's receipt-upload field accepts the PDF or photo of the factura, captures the VAT amount in a structured field for the recovery calculation, and validates the supplier's VAT ID format. With Spain's Verifactu/SII rollout (Real Decreto 1007/2023, mandatory for most VAT-registered taxpayers from July 2025 with rolling deadlines through 2026), the receipt should be a Verifactu-compliant electronic invoice that includes the QR code linking to the AEAT validation. The form's data export feeds your accounting system's VAT recovery module — Sage 50 Spain, A3 Eco de Wolters Kluwer, ContaSol, Holded, Quipu, Anfix.
Brazilian reimbursement compliance is stricter than most US-based finance teams expect, because reimbursement receipts feed the SPED ECD (Escrituração Contábil Digital), SPED Fiscal, and the company's IRPJ/CSLL deductibility position. For 'reembolso de despesas' to be a deductible business expense (not a disguised wage payment subject to INSS/IRRF), the receipt must be a NF-e (Nota Fiscal eletrônica) for products, NFC-e (consumer-facing electronic receipt) for retail purchases, or NFS-e (serviços) for services — with the company's CNPJ on the receipt. The form captures the chave de acesso (44-digit access key) for NF-e/NFS-e, which Brazilian accounting systems (Conta Azul, Omie, Bling, Tiny ERP, ContaSimples) use to validate against SEFAZ. For travel expenses, the form supports the common case where the hotel/airline issues an NF-e directly to the company CNPJ — and the messier case where the employee paid personally and the hotel won't reissue with the company CNPJ (in which case the expense is reimbursable but not VAT/PIS/COFINS recoverable). For mileage, the kilometric rate should reflect ANP gasoline prices and is typically anchored to ANP-published regional averages. Vexpenses, Onfly, Flash, Caju, and Swile Brasil all wrap this complexity into their UI; this form gives you the structured capture without the SaaS subscription.
Yes — on approval, the workflow can post a journal entry to your accounting system via the platform's API, with proper account coding (GL account by expense category, cost center, project/class, customer for billable). For QuickBooks Online, journal entries map to expense accounts with class/location for cost-center reporting. For Xero, tracking categories carry the project allocation. For NetSuite, the SuiteBilling/SuiteProjects integration carries the project and customer for revenue-recognition impact. For Sage Intacct, the dimensions structure (department, location, project) carries the allocation directly. For Conta Azul and Omie, the lançamento contábil includes the natureza da despesa for IRPJ/CSLL classification. For reimbursement payout, the workflow exports an AP batch to your payroll provider (Gusto, Justworks, Rippling, ADP, Folha Certa, Sólides Payroll) for next-cycle inclusion or to your AP module for direct ACH (US) / SEPA (EU) / PIX (Brazil) transfer. Most teams use the AP route for monthly reimbursement batches and the payroll route for unusual one-off reimbursements that should appear on the paystub.
